Good example of the ‘time value’ of money or financing i.e. a dollar today is worth more than a a dollar tomorrow.
Another basic example are house values over time, using 7% discount rate, house price should double every decade, to tread water on value discounting inflation and costs, if you are lucky….
Defence policy is another one e.g. AUKUS at say $450 billion over 50 years, and amortised, works out much less than the headline price; but still too much for unclear strategy….

Good to see you delving into one part of the vast complexity which is that of feasibility and forecasting for ‘major projects’. Necessarily, before doing a cost-benefit analysis, well reasoned and detailed estimates and feasibilities of alternatives need to be completed.
Suffice it to say that most Oz govts mandate the processes involved before commitment to the projects. Just as do banks, financiers and bidding contractors. Without such processes, it’s like proceeding into a minefield in the dark with a feather duster. And whilst for novices, there’s a propensity to establish ‘guidance benchmarks’, falling for them unilaterally is a seriously fraught exercise. They MUST be fully reworked bottom-up each and every time, with a full narrative of explanation.
In these times of global financial and geopolitical instability; wide inflation differentials internationally, resource shortage and unreliability, supply chain issues and political blockading, getting the fundamentals near to right is a nightmare.
It’s the same old story, BS in equals BS out. So to get the process as near to right as possible, not only does the fundamental design techspec need to be as well defined as possible, from that point on, iteratively, each and every tier of expert analysis, measurement and costing needs to be properly considered and incorporated, and for ‘major projects’ (long-term) such as typically undertaken by govts, it’s a prodigious task. So the process of (original) feasibility and ongoing forecasting is best done in logically separated tiers of execution for each, and then properly combined with appropriate dependencies interlinked to form an overall project feasibility and/or forecast. Then a cost-benefit analysis for alternatives. As for matters of ‘health’ and ‘environment’, there are many mandated ‘standards’ and statutes that must be accounted for throughout the process, including from concept through to completion and in-service. Should the proponent (usually govt) wish to modify or depart from those ‘standards’ and statutes, it needs to be explicit at concept stage, and provide assurance that the requisite legislative change will be affected BEFORE commencement.
For all the tiers in the process, the proper elements and best tools need to be used by appropriate experts to arrive at an endpoint for proper ‘go / whoa’ decisions. Such as:
Land surveying and geotechnical/hydrological,
Land acquisition analysis,
Design engineering specifying & plan prep,
Legal and contractual analysis,
Measurement,
Critical path analysis,
Resource and supply analysis,
Costing of tangibles (incl design, then all on-costs & profit),
Life-cycle costing (incl very new embedded / emitted carbon evaluation),
And then, the wizardry:
Escalation trends and projections,
Capitalization rate analysis,
Monte Carlo simulations (and the like),
Various discounted cash-flows,
Political risk analysis, and
Hedges.
Then of course, one must remember the inevitable political interference, such as pork-barreling and the like.
It’s all a mightyly tricky business. 😎
